Statement by Council of Europe Assembly Rapporteur on Trafficking in Human Organs by Council of Europe 1:49pm 30th Oct, 2003 [23/10/03] Statement of Assembly rapporteur on trafficking in human organs in Europe Ruth-Gaby Vermot-Mangold, Swiss MP and Council of Europe Parliamentary Assembly rapporteur on trafficking in human organs, has strongly supported the Greek initiative within the European Union, proposing adoption of a framework decision on the prevention of trafficking in human organs and tissues. She called on the European Parliament and EU governments to co-operate with the Council of Europe's 45 member states in order to seriously tackle trafficking in human organs between "donor" and "recipient" countries. Additional Protocol to the Convention on Human Rights and Biomedicine already sets a common legal framework: it strictly prohibits organ trafficking (article 22) and establishes that the human body and its parts shall not, as such, give rise to financial gain (article 21). In addition, a precise definition of offences and penalties in national criminal laws is urgently needed.. Visit the related web page |
